Influencing the WHA draft resolution on “The highest attainable standard of health for persons with disabilities”

In November 2020, the IDDC Inclusive Health Task Group has established a sub-working group to influence the work of WHO Member States drafting a World Health Assembly (WHA) resolution dedicated to Health and Disability. This action has been carried out in close collaboration with IDA. After revising the first draft of the resolution, both organizations have been invited to participate to the Civil Society consultation meeting led by the Permanent Mission of Israel in Geneva. The meeting took place on the 9th of December 2020 at the presence of the Member States, and representatives from IDDC and IDA who submitted several statements including recommendations on how to strengthen the draft 0 of the resolution. Our inputs to the resolution draft have been welcome by the Member States, including our request to align the language of the resolution to the UN Convention on the Rights of Persons with Disabilities.

A reviewed draft of the resolution was presented to the WHO Executive Board meeting in January under the new title “The highest attainable standard of health for persons with disabilities”. The same title has been chosen for the forthcoming WHO World Report on Disability that the WHO Secretariat will be working on in the next year. The opening statement presented by the Permanent Mission of Israel on the behalf of Argentina, Australia, Botswana, Brazil, Canada, Chile, Costa Rica, Ecuador, the European Union and its Member States, Iceland,  Mexico, New Zealand, Norway, Panama, Peru, the United Kingdom of Great Britain and Northern Ireland, the United States of America and Uruguay, was followed by several interventions from many Member States in support to the resolution draft. IDDC attended the WHO Executive Board Meeting and, on the behalf of IDA and IDDC, have submitted and presented a Statement in support to the resolution draft (attached).

The resolution draft received the support of many of the Member States and it will be presented in May 2021 at the World Health Assembly (WHA) for adoption. IDDC will continue this influencing action throughout the months and will be present at the World Health Assembly.
