Keystone Human Services International (KHSI) is an international non-governmental and 501(c)3 nonprofit organization based in Harrisburg, Pennsylvania, USA, with affiliated regional entities in South Asia (headquartered in Delhi, India) and Central & Eastern Europe (headquartered in Chisinau, Moldova).

Our mission is to create opportunities for growth and meaningful life choices so all people can be valued, contributing members of their community. We have over 50 years of experience providing services and reforming systems to fulfill the rights of persons with disabilities. KHSI is a recognized regional leader in deinstitutionalization, the development of inclusive community-based services, and design of social care systems for children and adults with disabilities. We develop and provide community-based supports for people with disabilities, provide technical assistance on inclusive policies and legal/regulatory frameworks, and advocate globally for disability rights and inclusive practices. We employ a systems-strengthening approach in our work to achieve sustainable impact in partnership with government authorities, Organizations of Persons with Disabilities (OPDs), and civil society. We also engage in international advocacy efforts to push for full implementation of the UN Convention on the Rights of Persons with Disabilities and for inclusion to be prioritized in all global development efforts.

KHSI holds Special Consultative Status at the United Nations through the UN Economic and Social Council. KHSI partners globally, including through our affiliated organizations in India and Moldova. KHSI has provided consultation and technical assistance to programs in Romania, Azerbaijan, Jordan, Kazakhstan, and Bangladesh, focusing on deinstitutionalization and the development of community-based services.
