DESCRIPTION:Co-Organizers:\n\nInternational Disability Alliance\nGlobal Disability Fund\nONCE Social Group\nInternational Disability and Development Consortium\n\nCo-Sponsors:\n\nGovernment of Spain\nGovernment of Jordan\nGovernment of Germany\n\nBackground & Rationale:\nPersons with disabilities make up over 16% of the global population. However\, in development and financing frameworks\, disability inclusion is too often omitted or an afterthought. The Fourth International Conference on Financing for Development (FfD4) is a pivotal moment to rectify this historical underinvestment\, for and with persons with disabilities. \nArticle 4.2 of the Convention on the Rights of Persons with Disabilities (CRPD) calls on States to mobilize the maximum available resources to realize the rights of persons with disabilities\, including within the framework of international cooperation. Obligations under Article 32 of the Convention reinforce this responsibility\, requiring States to engage in inclusive development assistance\, equitable resource allocation\, and financial and technical cooperation that actively advance disability rights. \nAt the Third International Conference on Financing for Development in 2015\, the Addis Ababa Action Agenda laid a foundation to support the implementation of the 2030 Agenda. Notably\, it committed to delivering social protection\, essential public services\, full and productive employment\, decent work\, quality education\, and accessible technology for persons with disabilities.\nHowever\, five years away from the 2030 deadline for achieving the Sustainable Development Goals (SDGs)\, it is clear that persons with disabilities are still being left behind. Among the 118 SDG indicators identified as relevant for persons with disabilities in the 2024 Disability and Development Report\, only 5 indicators suggest progress consistent with achieving the targets of the 2030 Agenda for persons with disabilities. \nExclusion strips persons with disabilities and their families of basic opportunities\, pushing them into or deepening poverty due to additional expenses\, accessing healthcare or assistive devices. The Disability and Development Report further indicates that the percentage of persons experiencing multidimensional poverty is higher for persons with disabilities than persons without disabilities in almost all countries. In some countries\, that percentage is more than double. \nExclusion also deprives national economies of billions in potential GDP every year. A study by the International Labour Organization found that exclusion of persons with disabilities from the workforce can cost economies up to 7% of GDP. \nThese were messages that came through strongly at the 2025 Global Disability Summit\, which culminated in the endorsement of the Amman-Berlin Declaration by 74 national governments and 17 regional organizations and UN entities. The Declaration notably includes a ’15 percent for the 15 percent’ target\, meaning that 15 percent of international development programs being implemented at the country-level should pursue disability inclusion as an objective. \nTo achieve accelerated inclusion\, governments and development partners will need to employ a range of innovative and equitable financing strategies. Disability-inclusive development requires addressing the massive global equity gap affecting over one billion people and their families\, strengthening progress toward the achievement of the SDGs\, and fostering sustainable economic growth\, spurred by the increased productivity and participation of persons with disabilities. \nIt will also be important to maintain and\, where possible\, increase financial resources to existing mechanisms for inclusive development\, for and with persons with disabilities. This includes financing the International Disability Alliance\, the Global Disability Fund as the only funding mechanism dedicated to bringing governments\, OPDs and the UN system together to accelerate CRPD implementation at national level\, and structural multilateral funds\, including the European Social Fund Plus\, to reduce inequalities between countries and help millions of persons with disabilities. \nIt is critical to have these discussions within broader development financing conversations. Disability inclusion will not be achieved if addressed within a silo. DESCRIPTION:Context\nMore than 1.3 billion persons with disabilities\, or 16% of the global population\, are among the most marginalized groups globally. Persons with disabilities experience a range of health inequities\, including earlier deaths\, poorer health and higher disease risk\, due to unfair and avoidable factors within and beyond the health sector\, such as lack of access to quality health services\, inaccessible physical environments\, negative attitudes of health workers\, costs of services\, societal stigma and discrimination. \nThus\, Sweden\, the International Disability Alliance\, the Global Disability Fund (formally the UNPRPD) and the International Disability and Development Consortium are jointly organizing this thematic event on health to galvanize commitments and concrete actions to hosting a Thematic Pre-Summit on health equity for persons with disabilities leading up to the Global Disability Summit (GDS) 2025. \nThe objective of the Thematic Pre-Summit is to galvanise recognition that disability inclusion is fundamental to the success of achieving health and wellbeing for al. This recognition is essential to build momentum and to catalyse the political prioritisation needed for heads of states and governments\, ministers of health\, heads of agencies and international organizations\, the private sector\, and civil society leaders to ensure Health Equity for Persons with Disabilities. \nFormat\nThis pre-summit event will be held at UNAIDS (Geneva) in a hybrid format. DESCRIPTION:Health equity is a critical component of the sustainable development agenda and an essential element of countries’ path towards Universal Health Coverage (UHC). In the past decade\, demographic\, health and socioeconomic shifts\, exacerbated by the COVID-19 pandemic\, have widened the gap between various groups of populations\, leaving the most marginalized experiencing the worst health inequities. \nPersons with disabilities experience persistent inequalities in health\, which contributes to poorer health outcomes and earlier deaths – up to 20 years compared to persons without disabilities. These inequities are not necessarily linked to a person’s underlying health condition or impairment\, but rather to barriers in the health system overall. Given global challenges including climate change\, which disproportionately impacts persons with disabilities\, those inequities are likely to increase. \nIn this interactive session\, we invite global health actors to explore concrete actions to make health systems more inclusive of persons with disabilities and advance health equity. High-level governmental representatives currently spearheading the work for inclusive health will share their experiences in implementing solutions on a national level to accelerate this process. Persons with disabilities and civil society will highlight the importance of inclusive approaches in successful strategic planning in the health sector\, including at community level. In recent years\, the advancements of digital health technologies have provided means to an equitable access to health care and long-awaited opportunities for persons with disabilities to receive evidence-based health care comfortably in their own homes. \nDifferent barriers in the access and use of digital health technologies\, however\, have created a “digital divide” faced by persons with disabilities and other marginalized populations. DESCRIPTION:United Nations Partnership on Rights of Persons with Disabilities with co-sponsors: International Disability Alliance\, International Disability and Development Consortium\, Global Greengrants Fund\, and Global Action on Disability (GLAD) Network Disability-Inclusive Climate Action working group present side-event at CoSP16  Towards Disability-Inclusive Climate Action: Do We Have All Tools for Change? \nDescription\nThis session provides the most recent update on four main pillars of disability-inclusive climate action and outlines some practical next steps for strengthening them: \n\nRelevant data and evidence-based knowledge;\nDisability-inclusive policies and commitments;\nParticipation of persons with disabilities and their organizations;\nAccess to funding.\n\nBackground and rationale\nDespite explicit obligations to ensure the inclusion of persons with disabilities in all areas affecting them articulated in the United Nations Convention on the Rights of Persons with Disabilities\, and the mandate to ensure addressing the impact of climate change on persons with disabilities in the Paris Agreement\, reviewing the international decisions on climate change as well as national policies and commitments clearly demonstrates lack of concrete measures to address the impact of climate change on persons with disabilities and removing barriers for their participation as climate actors. \nIn recent years\, climate change has been increasingly prioritized by the disability movement as an area of concern leading to strong calls by persons with disabilities\, their organizations\, and allies for more inclusive and participatory climate processes and policies at all levels. As a result\, a number of valuable resources have been developed\, and some initiatives have emerged to address the lack of tools required to enhance disability-inclusive climate action. Persons with disabilities\, their organizations\, and allies are in a critical moment to transform the climate action agenda to be more accessible\, inclusive\, and participatory. \nThe annual Conference of States Parties to the UN CRPD Convention provides a unique opportunity for key stakeholders active in this area to get together\, share what they have produced and achieved\, strategize on the next steps\, and initiate new collaborations. The present event is being organized to provide such an opportunity. \nObjectives\nThe purpose of this event is to serve as an open and critical discussion on achievements\, gaps\, and opportunities to address the systematic exclusion of persons with disabilities from the climate action agenda at national and international levels. DESCRIPTION:While there has been a significant improvement in the inclusion of organisations of persons with disabilities (OPDs) in both disability-specific and mainstream programming in recent years\, this increase in meaningful engagement has not benefited the disability movement equally. Underrepresented groups\, including OPDs representing people with intellectual disabilities\, people with psychosocial disabilities\, and people with deafblindness\, still continue to be excluded from both access to official development assistance (ODA) and from programming partnerships. Funders\, INGOs\, and other actors have an opportunity to move the needle on the inclusion of underrepresented groups in development programming by taking steps to implement tested inclusive practices in their work. SUMMARY:COSP16 side-event: Inclusive Education: an imperative for advancing human rights and sustainable development
DESCRIPTION:Organisers: UNESCO\, Inclusion International\, and the Permanent Missions of Colombia and Portugal to the United Nations\nCo-Sponsors: the World Bank\, the UNPRPD\, the International Disability Alliance\, IDDC Inclusive Education Task Group\, the GLAD Network Inclusive Education working Group\, and Perkins School of the Blind \nDescription \nUNESCO and Inclusion International\, together with the Permanent Missions of Portugal and Colombia to the United Nations\, are co-organizing a side event entitled ” Inclusive Education: an imperative for advancing human rights and sustainable development” at the margins of the Conference of State Parties (CoSP) to the United Nations Convention on the Rights of Persons with Disabilities (UN-CRPD). “Reaching the under-represented groups of persons with disabilities” is the third thematic area of this year’s CoSP. \nThis side event is a contribution to Sustainable Development Goal 4 on “Ensuring inclusive and equitable quality education and lifelong learning opportunities for all” and to the follow-up to the UN Transforming Education Summit\, which was convened by the UN Secretary-General in response to the global crisis in education – one of equity and inclusion\, quality and relevance. 87% of the National Commitments to Transform Education expressed during the Summit recognized “the importance of ensuring more inclusive education systems to cater for the needs of the most vulnerable learners and communities”.  There is an urgent need to accelerate efforts and action to ensure that persons with physical\, emotional\, developmental and intellectual disabilities are not left behind. \nDespite the many actions that have been taken\, learners with disabilities are among those at highest risk of being excluded from school\, or to be taught in segregated settings. Worldwide\, laws emphasize segregation in 25% of countries\, partial segregation in 48%\, integration in 10% and inclusion in 17%. Also\, the existence of inclusive policies in some countries does not guarantee proper and effective implementation. When learners with disabilities are included in general schools\, they are most likely not receiving the support that they need to learn and participate on an equal basis with their peers with and without disabilities. \nThe side event will also echo the Call to Action “Disability Inclusive Education: A Call to Action to Ensure Inclusive and Equitable Quality Education” issued at the Transforming Education Summit by the International Disability Alliance (IDA)\, the International Disability and Development Consortium (IDDC)\, the Global Action on Disability (GLAD) Network’s Inclusive Education Working Group and the Global Campaign for Education-US (GCE-US) to support organizational commitments to invest in inclusive education. \nObjectives \n\nDiscuss the challenges still faced by learners with disabilities and share innovative and effective policies and practices to move towards inclusion in education;\nShare the lived experiences of persons with intellectual disabilities who have gone through inclusive education;\nExchange on practices and strategies to ensure equitable and inclusive education for all children\, particularly those at highest risk of being excluded;\nRenew progress and barriers to inclusive education in light of the recent efforts – such the Transforming Education Summit and its Call to Action – and in the run up to major upcoming events such as the 30th Anniversary of the Salamanca Declaration\, the 2023 SDG Summit and the Summit of the Future.\n\nOrganizers\nThe main co-hosts of this event are UNESCO\, Inclusion International\, and the Permanent Missions of Colombia and Portugal to the United Nations. SUMMARY:COSP16 side-event: Health equity for persons with disabilities
DESCRIPTION:This side event\, co-hosted by the WHO\, Israel\, the International Disability Alliance\, and the International Disability and Development Consortium\, aims to present the findings of the WHO Global report on health equity for persons with disabilities including a focus on the upcoming work to support countries to implement the recommendations from the report. It would also seek to engage Member States\, health sector partners and civil society in dialogue on the entry points to prioritizing and strengthening disability inclusion in national health agendas to address health inequities for persons with disabilities. \nThe WHO Global Report on Health Equity for Persons with Disabilities\, launched in December 2022\, estimates that approximately 1.3 billion\, or 1 in 6 people in the world\, have significant disability. The Global Report demonstrates that persons with disabilities experience health inequities\, due to avoidable\, unjust and unfair conditions. These include (i) structural factors\, such as stigma and discrimination; (ii) social determinants\, such as poverty and lack of education; (iii) disease risk factors such as tobacco consumption and obesity; and (iv) attitudinal\, institutional\, and physical barriers\, at all levels of health systems. The Global Report calls on government leadership and for decision-makers at all levels of the health sector\, to include disability in health systems strengthening efforts at country level. \nTo support countries in the implementation of the recommendations in the report\, WHO is currently developing the Health Equity for Persons with Disabilities – A Guide for Action. The Guide for Action is a strategic planning toolkit that will provide practical guidance on the process that Ministries of Health should undertake to advance health equity for persons with disabilities. SUMMARY:Launch of the WHO Global Report on Health Equity for Persons with Disabilities
DESCRIPTION:More than 1 billion people worldwide experience disability\, and this number is growing\, driven by increased numbers of people with noncommunicable diseases\, who are also living longer and ageing with limitations in functioning. \nPersons with disabilities face many health inequities: they die earlier\, have poorer health and functioning\, and are more affected by health emergencies than the general population. These inequities in health outcomes cannot only be explained by an underlying health condition or impairment but are driven by unfair and unjust factors that are avoidable. They are linked to inequitable service delivery models\, inaccessible public health interventions\, and little consideration given to persons with disabilities during health emergency planning. \nAt the 74th World Health Assembly in May 2021\, Member States adopted resolution WHA74.8 on  The highest attainable standard of health for persons with disabilities. One of the requests in the resolution\, to the WHO Director General\, was to develop a Global Report on the highest attainable standard of health for persons with disabilities by the end of 2022. DESCRIPTION:Science offered sound evidence about the negative outcomes of the climate crisis and environmental degradation for human health and wellbeing.  It is also known that some groups\, and\, among them\, persons with disabilities\, are most at risk of suffering the consequences of climate change. However\, until the COP26\, climate scientists\, policymakers\, and the disability-inclusion movement had not many occasions to meet and speak. DESCRIPTION:The International Disability and Development Consortium\, the International Disability Alliance\, Inclusive Futures\, Social Development Direct\, UK AID and the UNPRPD are delighted to invite you to attend their side-event “One pandemic\, Different realities: Evidence on the Experience of the Diversity of Persons with Disabilities\, their Representative organisations and Civil Society Organisations in dealing with the COVID-19 Pandemic and preparing to Build Back Inclusively” to be held on Wednesday 16 June from 8:30 to 9:45 am EDT/ 14:30 to 15:45 CEST\, as part of the 14th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP14). \nBackground \nWhile countries still navigate between lockdown and reopening stages\, the COVID-19 pandemic impact on the human rights of persons with disabilities remains unclear. A very glaring evidence gap currently is an understanding of how the pandemic affected the working of OPDs and how that stands to impact disability inclusion moving forward. The event aims at providing guidelines to local\, national and international stakeholders to support their recovery and build sustainable resilience to future shocks\, based on the findings from three complementary research projects. With the UNPRPD support\, IDA and IDDC gathered data respectively on the experience of persons with disabilities since the first wave and on the COVID-19 consequences on projects and programmes run by CSOs in the Global South. The Disability Inclusion Helpdesk\, a FCDO funded facility\, IDA and Sightsavers investigated the pandemic impact on OPDs. The event will also reflect on persons with disabilities’ access to vaccination. \nObjectives \nThe side-event aims at providing guidelines based on the lessons learned from COVID-19 to local\, national and international stakeholders to support their recovery and build sustainable resilience to any future shocks. DESCRIPTION:Register now \nProgramme \n\nValidity Foundation\, the European Network on Independent Living\, Disability Rights International\, the Centre for Human Rights at the University of Pretoria\, the International Disability Alliance\, the International Disability and Development Consortium\, and the Disability Rights Fund/Disability Rights Advocacy Fund are pleased to invite you to the launch of the COVID-19 Disability Rights Monitor report. \nThe COVID-19 Disability Rights Monitor is a major global initiative aimed at conducting rapid independent monitoring of state measures concerning the impact of COVID-19 on persons with disabilities. Launched in April 2020 and translated into 25 languages\, the survey gathered\, over a three–month period\, over 2\,100 responses from 134 countries spanning from Argentina to Zimbabwe and covering every continent. The vast majority of responses came from persons with disabilities themselves\, as well as their representative organisations. \nThe report will place a spotlight on how persons with disabilities worldwide were disproportionately affected by COVID-19 and States responses. The report will focus in particular on the lives\, health and safety of persons with disabilities living in institutions\, the measures targeting persons with disabilities living in the community as well as underrepresented groups of persons with disabilities (children\, homeless persons and persons living in remote and rural locations) and access to healthcare.  \nThe event will gather survey respondents\, organisations representative of persons with disabilities\, representatives from the United Nations and civil society organisations to advance discussions on COVID-19 disability-inclusive responses and recovery plans. \nFor more information about the COVID-19 Disability Rights Monitor\, visit our website: www.covid-drm.org
