We believe that laws and programmes

in development cooperation and

in humanitarian action

are inclusive of persons with disabilities

when they respect all the principles

that are explained below.

  • A human-rights-based approach.

This means that the laws and projects
that are made and implemented
must respect the human rights of persons with disabilities.

  • Equity and equality.

This means that persons with disabilities should have the same opportunities
like persons without disabilities.

There should be no discrimination.

We can do this if there is equity between all people.

This means that the support provided
is based on the needs of a person

  • Empowerment of persons with disabilities.

This means that laws and programmes should include persons with disabilities.

Persons with disabilities can speak up for themselves.

They are in the best position to explain what they need or
how laws and programmes should be made.

  • Awareness raising and capacity building.

It means making sure that politicians and people who make decisions
know what disability is.

They should also know how people with disabilities
can take part in making society better.

Everyone in the country should be aware of this as well.

  • Technical cooperation.

This means that we should also share experiences
and good practices with countries that receive money.

That’s very important if we want inclusive development.

  • Coordination with all stakeholders.

This means that all people who work on projects for inclusive development
should work together and share information among them.
